James Edwin Meadows was the second of five sons born to James Meadows Senior, an English Marine artist. He was born in in Essex in 1826 and like other family members, turned to rural landscape and marine painting.  He lived and worked in London from the early 1850s to the late 1870s. His countryside scenes often depict Kent, Surrey and Essex.

During his lifetime, he exhibited at the Walker Art Gallery, Manchester City Art Gallery, the Royal Academy, the Royal Hibernian Academy, and the Royal Society of British Artists.
